Who is the comedian that?

It has been years and years since I saw a particular comedian on the Tonight Show. I don't know his name or what he looks like. But in part of his act, he did something so original and so funny.....You know how english speakers can sort of make fun of how (for ex) the French people sound to us? And when we make fun of them....we don't even use any real french words, and no real english words....we just make up sounds with a lot of "ooh" and "ay" and try to make it sound "frenchy". OK........Well this comedian I'm talking about......(he's American....english is his first language)......he does a thing where he "talks" and sounds like what an American would sound like thru the ears of a non english speaker.. See? It's the same thing cep turned around. And it was the most hilarious thing! He doesn't use any real english words........he just makes verbal sounds which mimic how english speakers "sound" to non english speakers. Has anyone seen any comedian do this sort of bit? If so , what's his / her name?
