For example, let's say right now you have all plugins enabled.
Disable "plugin #1" and see if you're still having a problem.
If you are, then disable "plugin #2".
Try again and see if you're still having the same problem.
Whenever the problem disappears, then the latest plugin you disabled is the culprit and you will need to contact the author of that modification to fix the issue, or simply don't use it.
Make sense?
That is what I did and the only one it worked on was bills paypal donate thingy but now that i reenabled it and then disabled again i am still having the same problems as before which I thought was very weird.
If I disable the plugin/hook system then the autopopulate of the username on pm's is fine but even when I disable all my plugs not manually it won't populate the username field.

My first guess is a style problem. Try to reproduce it on a default style:
Admin CP -> Styles & Templates -> Style Manager -> [Add New Style]
Create a new style with no parent. Then click that style's name in the Style Manager to view your forum with that style.
Yea the url contains the userid number like your example :(. Tried what you suggested and still isn't populating the field and userid is in the url.
You should open a Support Ticket from your Member's Area. Include a link to this thread.
Admin CP -> vBulletin Options -> Plugin/Hook System
Also run a file check to look for customized files:
Admin CP -> Maintenance -> Diagnostics -> Suspect File Versions
Admin CP -> Plugins & Products -> Product Manager -> Disable (in each product menu)
Disabled the bills donate plugin and the autopopulate was working fine, reenabled it and tried disabling all the other plugins one by one and they didnt' effect it. Disabled bills donate plugin again and now the autopopulate the username isnt working :(

If I disable the plugin/hook system it seems to work just fine. What does this indicate?
Also suspect files I have a few from my addons/hacks that say file not recognized as part of vbulletin or something.
