IP Addresses : List Sought, Country/Entity Indentification

I am a newbie seeking to better understand the workings of the
Internet. I have searched in vain for a list that breaks down IP
address ranges by country and/or Hosts. What I would like is a list of
all top level IP adresses (forgive me if I am clueless on terminology)
so, 68.1.1.1 is Cox, based in USA, 191.1.1.1 is assigned to IANA,
220.1.1.1 is out of Japan, etc. An aquaintance has told me that for
about $50 you can buy this information, I suppose I'm hoping someone
out there knows where the free list is and save me from having to
spend 3 hours of time doing it by hand on Samspade.orgTake a look at this:

Go to CSV format and download the file. You may have problems opening
the complete file in excel format, So try what I did and open it in
Word.
When downloaded, open winzip. Right click the icon and select "open
with". Choose Microsoft Office Word. This will open the entire file.
If you have any problems, please let me know.

ISP's control what blocks of IP's, e.g. 4.x.x.x. is Level 3, 68.
x.x.x is Cox. I am most interested in US ISP's, so limit your
attention there please. In the meanwhile, I'll figure out how to send

is interesting, and more comprehensive than I expected but sadly, not
what i was hoping for. I suppose I'd like to know what ISP owns what
range, where possible, also, for example, take the Address
71.250.141.47 this is a Verizon IP
http://samspade.org/t/ipwhois?a=71.250.141.47 yet the csv file does
not (at least as far as I can see) even have entries for the 70.x.x.x.
IP range. Same goes for IP addreseses in the 4.1.1.1 block (Level 3)
no record of this in the CSV. Might you be able to find me something
that is more comprehensive in terms of what IP range is controlled by
which ISP (If you could focus on US ISP's, I'd be happy and more than
